Current Application (2024 Application #2) 

Project Description

An updated application for a new memory care facility (Moments of Wayzata) at 163 Wayzata Blvd W has been submitted. Applicant TMSC of Wayzata, LLC has submitted a development application to demolish the existing building (Meridian Manor) and replace it with an 80 unit two-story memory care facility that has a total of 89,900 square feet. The proposed plans also show a reconfiguration of the parking lot. The proposed plans require:

  • Conditional Use Permit for an elderly care facility
  • Comprehensive Plan Amendment from High Density Residential to Institutional/Public
  • Zoning Map Amendment from Planned Unit Development to Institutional
  • Variance to the west side yard setback
  • Design Review (including deviations)

Public Review Dates 

  • Planning Commission (public hearing): August 5, 2024 at 6:30 p.m. at City Hall. The Planning Commission recommended approval of the application. 
  • Planning Commission (consent agenda): August 19, 2024 at 6:30 p.m. at City Hall. 
  • City Council: September 3, 2024 at 7:00 p.m. at City Hall. The City Council approved the application. 
  • Next, the applicant and the City will work together to draft a development agreement, which will be considered by City Council at a future meeting.

2021 Application - Expired 

In 2021, a development application was submitted from the applicant TMSC of Wayzata, LLC for a renovation of and addition to an existing building for a senior living and memory care facility. The proposed plans also show a reconfiguration of the parking lot. The proposed plans require a Planned Unit Development Amendment and Design Review. This site is formerly operated as Meridian Manor and the proposed project is called Moments of Wayzata. 

The Development Application included the following requests and was approved by the City Council on October 19, 2021, but was not brought forward to construction, even after receiving an extension of approvals in 2022. 

  • Planned Unit Development (PUD) Amendment
  • Design Deviation

2024 Application #1 - Withdrawn 

In 2024,  a development application was submitted from the applicant TMSC of Wayzata, LLC  development to demolish the existing building (Meridian Manor) and replace it with an 80 unit two-story memory care facility that has a total of 89,900 square feet. The proposed plans also show a reconfiguration of the parking lot. The proposed plans required:

  • Design Review (including deviations) 

At their April 22, 2024 meeting, the Planning Commission voted to approve all requests with the exception of one Design Deviation for building recesses, by a vote of 3-2. The applicant subsequently withdrew their proposal in order to address the Planning Commission's feedback.
